Daviess VINELink Intent Means MOVANS
Missouri changed local custody notification systems on May 5, 2026. The Department of Public Safety moved delivery in-house under the Missouri State Highway Patrol Criminal Justice Information Services Division. Current local alerts come through MOVANS. It can cover participating local jails, Missouri Department of Corrections records, and court events. It does not cover the Federal Bureau of Prisons or ICE.
The change affects every old VINELink instruction. Local users had to register again. Current public subscriptions use SMS text or email. Telephone delivery and the VINELink app ended for Missouri local custody alerts. The self-selected four-digit PIN belonged to the retired phone workflow and must not be used as a current registration step.
MOVANS is designed for one-person status checks and event notice. It is not a Daviess County all-releases archive. A local record may be absent if the Daviess/DeKalb Regional Jail is not feeding the event, is temporarily offline, or uses identity details that do not match the search. No result cannot prove release.

The Daviess County released inmate search and release-record route adds the court and records-request steps needed to learn why custody ended. A MOVANS status usually cannot establish whether the person posted bond, completed a sentence, or transferred to another authority.

What Daviess MOVANS Release Results Show
A released result may show a custody status such as released or out of custody, the reporting agency, and an event or update date. Exact fields vary by agency. Copy only what the live record shows. An event date can mark an agency-fed update rather than the exact physical time at the release door. The record also may not identify the releasing court, bond terms, sentence completion, or a receiving agency.

Presence on a current Daviess/DeKalb custody record supports custody at the reported time. Disappearance is only a clue. It can result from release, transfer, correction, or feed delay. Ask the regional jail for its final movement record when the distinction matters.

Register for Daviess Release Alerts
Registration begins from the matching person record. Do not enter a four-digit telephone PIN as if it were part of current MOVANS. That step applied only to the discontinued phone service. Alerts can lag the physical event. A subscription also does not create a court record, jail movement record, or release guarantee.
Daviess MOVANS Limits and Verification
MOVANS covers only participating agency data. For a Daviess/DeKalb Regional Jail event, call the jail and ask whether the final movement was a community release or transfer. Request the date and time, movement code, authority, and receiving agency. For a state prisoner, read the MDOC assignment and sentence data, then contact the reporting institution or Constituent Services for a time-sensitive event.
Federal custody follows different paths. The BOP Inmate Locator covers federal sentences from 1982 forward. A released status there means the person left BOP custody, but another authority or federal supervision may remain. ICE’s locator covers current detention and some recent releases. Neither is part of MOVANS. The U.S. Marshals Service has no comparable broad public person locator for its pretrial prisoners.
A court order supplies the legal basis for many Daviess County movements. Case.net may show bond, dismissal, sentence, probation, warrant, or later disposition. If the online file is incomplete, ask the Daviess County Circuit Clerk for the public judgment or order. Pairing that legal record with the jail’s movement gives a stronger answer than any alert alone.
Why Missouri Replaced Local VINELink
Missouri DPS announced that local custody alert delivery moved to state-run MOVANS on May 5, 2026. Search intent may still use the familiar VINELink name, but the operational distinction must stay plain: MOVANS is the active Missouri portal, and the original government office remains the source for final verification.
Daviess Victim Notification Channels Differ
The MDOC Office of Victim Services provides a separate statutory channel for eligible registered victims. A request can include the offender’s name, DOC number when known, and a clear description of the notice sought. That service is not interchangeable with a general public MOVANS subscription. It can also support parole-hearing participation under MDOC procedures.
The Missouri State Highway Patrol Sex Offender Registry is another distinct system. It applies only to people subject to registration law and uses statuses such as compliant, non-compliant, pending registration, absconder, incarcerated, or moved out of state. Pending registration can reflect a planned address supplied before physical release, so it does not prove release occurred. Registry status should never be treated as a universal Daviess County release search.
Choose the channel by purpose: MOVANS for a participating agency event alert, Victim Services for an eligible statutory notice, the registry for a qualifying registration record, and the jail or MDOC for the underlying custody event. Mixing them can turn a useful clue into an inaccurate release claim.

Daviess Release Record Fallback Chain
The Daviess/DeKalb Regional Jail remains the first custodian for a local final movement. Its official public material does not establish a former-inmate archive, published update cadence, or retention window. Call 660-367-2200 for a named event. If staff can confirm only current custody, ask how to send a Missouri Sunshine Law request for the historical booking and movement record.
A narrow request should identify the full name, approximate admission, and booking number when known. Ask for the booking and release timestamps, release or movement code, authority, and receiving agency, with exempt material redacted. If the code is not self-explanatory, request the code dictionary. The receiving agency field is crucial because “out of custody” at the regional jail can still mean transfer to MDOC, another county, or a federal authority.
Next, use Case.net to find the Daviess County criminal case and read the judgment, bond order, dismissal, probation order, warrant, or later docket entry. Remote access may omit a public document. Ask the Circuit Clerk for the specific order when it is not downloadable. A court record explains legal authority, while the jail movement records the physical custody change.
Chapter 610 generally requires the records custodian to act as soon as possible and no later than the end of the third business day. That may mean production, a denial with legal grounds, or an explanation of delay and earliest availability. It is not a promise that every field is open or that the record will arrive in three days.
